UNDP, Partners Donate 153 Sets of Uniforms to Liberia National Police

IPNews-Monrovia,Liberia-20 August 2018:United Nations Development Program (UNDP), Ireland, and Sweden have donated 153 suits of uniforms to the Liberia National Police (LNP). According to the donors, “the uniform will make their job easier, in order to serve the citizens”. They said it is important to distinguish a police officer from the rest – for the individual police officer to feel part of something larger and for the people to recognize the institution. Charles Lawrence, Program Advisor of Sweden Embassy in Liberia, said the donation signals unity for the police, to be police officer-to uphold law and order -is a tough job, and duty. “It makes it easier to be transparent to stand accountable for the mission both functions of trust are crucial if a police officer is to be able to fulfill the duty of serving people,” he said. “The police force is an important institution in any country, this as a police officer is acting for the nation in close proximity to its population.” He said his embassy recognized the hard work of the LNP in preserving public safety and congratulated them for their hard work. “We hope that these few uniforms will aid you in your job, both to find a common strength within the police force, and more importantly for Liberia people to know where the help and protection is to be found,” said Lawrence. Mr. Pa Lamin Beyai, UNDP Country Representative, added that the officers should put on the uniforms and make sure it signals trust and integrity wherever they go. He said the donation is geared toward capacity development for LNP and Liberia Immigration Service (LIS) adding that the groups of donors have been partners in this endeavor as rule of law. Beyai said the US$40,000 spent to purchase the sets of uniforms is one of seven procurements the UNDP has made for the Police and Liberia’s Immigration Service so far this year. “The uniforms will bring professionalization to Liberia National Police, promote good image and build the confidence of the people, uniforms are a symbol of trust and it gives you the authority to do your job,” he said. “We will continue to work with you, working with both entities to develop five-year strategy plan, advisory service to LNP and LIS and the financial expert is here to help with financial management, we have been helping with community policing as well.” Police Inspector General Patrick Sudue commended the donors for the uniforms. He said the donation is a dream come through, hoping that there would be more donors assist in providing equipment to improve officer’s duty. “Over the years we have not had uniforms supply to officers, 153 suits of uniforms, it is not much but we appreciate the efforts. We will ensure that the LNP officer will be attire neatly as the symbol of a man in blue is a public friend. He says when an officer is sharply dressed they feel prouder and braver to work diligently as an officer. “But when they are in fairly dress uniform they feel that their morale is not respected so please help the police to be presentable out there so that their dream can come to reality,” he stressed.

IPNews-Monrovia,Liberia-20 August 2018: Opposition leader of the ‘All Liberia Party-ALP’, and official of former Maritime Commissioner, Benoni Urey, is calling for the release of former Liberian President Charles Taylor, if calls for  establishment of war crimes court in Liberia is ignored by current leaders of the country. Urey said it was about time the international community begin thinking about setting former President Taylor free as ‘he along did not commit crimes in Liberia during the civil war. Urey,  businessman turned politician, stated that if calls for the establishment of a war crimes court in Liberia is ignored by current leaders of the country the International Community should set former Liberian President Charles Taylor free. Former Liberian President Charles Taylor is currently serving a 50-year sentence in a British prison for aiding and abetting crimes during the civil war in Sierra Leone. “Let them free Taylor or carry everyone to jail; we had a war in Liberia and one person did not commit all atrocities. A lot of people did and if one person can face justice why not the rest?” the ALP political leader said. Urey, himself who also faced UN sanctions after the war in Liberia but was later lifted, yet faced Treasury Department’s Specially Designated sanctions and  being banned from doing business with US companies, citizens and residents, and blocking all US-based assets. Speaking with Journalists minutes after the closed door meeting held with President George Weah and other political parties, in Monrovia on Thursday, Urey stressed that those who committed crimes must face justice by and through the establishment of a war crimes court, which remains the best option for Liberia’s post transitional justice. “We call for Justice. We want those committing war crimes be brought to trial, so than, I support the establishment of a war crimes court in Liberia,” Urey told reporters. The ALP leader stated that it was unfortunate to see only one actor of the civil war in jail while others bloodletting men roomed the city in lavished style. Benoni Urey said: “You see, in Liberia, only one person in jail, and a lot of people committed atrocities, and this is the decision that all Liberians must make if we will bring people to justice or we allow people to go with impunity.” A 2005 report from the Coalition for International Justice reported that Benoni Urey helped Taylor “siphon off” funds from a shipping firm to pay for arms and was the primary contact between Taylor and Viktor Bout. Additionally, the Liberian Truth and Reconciliation Commission (TRC), recommended in its final report that Benoni Urey be prosecuted for the commission of economic crimes during the civil war and barred from holding public office for 30 years which is yet to be implemented. In a report made public by an investigation conducted by the United Nations Panel of Experts on Liberia’s political situation in 2013, concluded that it “did not have information suggesting that Urey was involved in activities that would destabilize Liberia and the sub-region”. But his support for the establishment of war crimes court and the call for former president Taylor’s release if ignored, now sustains by international partners and human right groups that perpetrators of crimes during the civil should face justice. The United Nations Human Rights Committee (the Committee), a body of independent experts that monitors the implementation of the International Covenant on Civil and Political Rights (ICCPR) by its State parties, issued strong concluding observations on Liberia’s continued impunity for past crimes and human rights violations and calls upon the Liberian government to establish, as a matter of priority, a process of accountability for war crimes. “Failure of the Government of Liberia to undertake fair and credible prosecutions of international crimes committed in Liberia during armed conflicts between 1989 and 2003, and to end impunity for civil war-era crimes,” the UN Commission said.

War Crimes Court Calls, A Thought For Sober Reflection

Recently there had been calls from major Liberia human rights and civil society actors for the urgent approval by the President George M. Weah, for the establishment of a ‘war crimes court’ in Liberia to ensure there is no impunity for persons committing war crimes and crimes against humanity escape justice for their action. The call which was reechoed by opposition leader of the All Liberian Party, ALP, a staunch loyalist and official of former Liberia’s jailed President Charles Taylor, Benoni Urey, for the establishment of a war crime court in the country now sets the stage for the attainment of such unique ideal. Indeed ‘impunity’ seems to be an ever growing theme in our national discourse although many of our public service officials may not seem to share this view. Yes, we certainly agreed with Mr. Urey, that if calls for the establishment of a war crimes court in Liberia is ignored by the current leadership of the country than the International Community should set the former Liberian President Charles Taylor free. While some may differ with Mr. Urey on the release of the former Liberian President, given that , his incarceration for  50-years in a British prison for aiding and abetting crimes during the civil war in   Sierra Leone cannot be a justification, yet still, we believed the path of global justice must be when all account for their misdeeds  . Additionally, Urey’s comments that  “Let them free Taylor or carry everyone to jail; we had a war in Liberia and one person did not commit all atrocities. A lot of people did and if one person can face justice why not the rest?”, could also comes from the backdrop he also suffered UN sanctions and perhaps feel it’s unfair for him and others to continued being languishing on sanctions while others bloodletting persons parade in Monrovia. We certainly sympathized with Urey that those who committed crimes must face justice by and through the establishment of a war crimes court, yet, we believed that the government under the leadership of President George M. Weah must carefully review all options before approving the establishment of a court. We too are cognoscente that during Taylor’s reign, Urey headed Liberia’s maritime authority and later became one of the country’s most successful businessmen and faced international pressure and sanction after the collapse of Taylor’s administration. It may be recalled the US Treasury Department’s Specially Designated Nationals list, prohibiting him from conducting business with US companies, citizens and residents, and blocking all US-based assets. A 2005 report from the Coalition for International Justice reported that Urey helped Taylor “siphon off” funds from a shipping firm to pay for arms and was the primary contact between Taylor and Viktor Bout. The Liberian Truth and Reconciliation Commission (TRC) recommended in its final report that Mr. Urey be prosecuted for the commission of economic crimes during the civil war and barred from holding public office for 30 years. During the TRC hearings, Urey was identified by witness James Paul as operating the Liberian Rubber Company and exporting “hundreds of thousands of tons of rubber”, the proceeds of which were never accounted for. But he denied any involvement in the violence of the Liberian and Sierra Leone civil conflicts, maintaining that as a civilian being appointed to head the Maritime Commission, he made no war-related decisions. Additionally. an investigation by the United Nations Panel of Experts on Liberia’s political situation in 2013 concluded that it “did not have information suggesting that Urey was involved in activities that would destabilize Liberia and the sub-region”. But his support for the establishment of war crimes court appears to be buttressing several calls requesting that perpetrators of crimes during the civil should face justice which must be critically studied. It may be recalled, the United Nations Human Rights Committee (the Committee), a body of independent experts that monitors the implementation of the International Covenant on Civil and Political Rights (ICCPR) by its State parties, issued strong concluding observations on Liberia’s continued impunity for past crimes and human rights violations and calls upon the Liberian government to establish, as a matter of priority, a process of accountability for war crimes. On 26 July 2018, following the first ever review of the human rights situation by the Committee, which included a dialogue with the Liberian government, the Committee concluded that it “regrets the very few steps taken to implement the bulk of the Truth and Reconciliation Commission (TRC) recommendations of 2009.” It also expressed “concern that none of the alleged perpetrators of gross human rights violations and war crimes mentioned in the TRC report, has been brought to justice, and that some of those individuals are or have been holding official executive positions, including in the government.” “Failure of the Government of Liberia to undertake fair and credible prosecutions of international crimes committed in Liberia during armed conflicts between 1989 and 2003, and to end impunity for civil war-era crimes,” the UN Commission said. It has become clear that administration of President George Weah truly needs immense international good will go tackle it diminishing economic situation but the government’s commitment to tacking issues of impunity in all aspects of its governance structure remains key to attracting this well anticipated economic recovery. Post and Telecom Ministry Validate ICT Policy

IPNews-Monrovia,Liberia-20 August 2018:Authorities of the Ministry of Post and Telecommunications have validated Liberia’s newly developed five-year information, communication, and technology (ICT) policy. The policy paper, validated by information officers from government ministries, aims to ensure the expansion of ICT infrastructure across the country, the development of e-Government services and applications, the provision of universal access to voice and internet services in isolated communities. Cllr. Cooper W. Kruah, Minister of Post and Telecommunications, during the validation workshop on Thursday, August 16, said the ICT sector is one of the many sectors that are always confronted with new challenges. “These challenges present themselves with the need for a strategic plan that will facilitate the expansion of ICT infrastructure and support the social-economic development of our society. Based on these challenges, the country needs a new ICT policy to focus on core and emerging areas that are critical to the sector’s ecosystem of Liberia. This policy puts in place a framework that secures our cyberspace and the development of ICT skills across the country,” Min. Kruah said. He added that the new policy was built on the gains made in the 2011 national ICT policy, which included liberalization of the sector with a robust regulatory regime. “We have committed to building on the gains made from the 2011 policy to make the sector more transparent, viable and to prioritize access to global communication. This new policy takes into consideration that the socioeconomic development of our nation is tied to the building of a vibrant ICT sector,” the minister added. Meanwhile, Minister Kruah has called on Liberians and foreign residents to make use of the eLiberia website (www.eLiberia.govl.lr), which provides a one-stop shop that facilitates access to government information and services. He added that the eLiberia website hosts reports about all government ministries and agencies and provide information about their services, such as automated online services as well as providing relevant information during epidemics, disasters and other emergencies. “By the launch of the portal, we hope to centralize all online government services for our citizens and businesses to communicate and transact with the government. I will like to acknowledge the United States Agency for International Development (USAID) and the Digital Liberia project team for their coordinated support toward the development of the draft of the national ICT policy and the improvement of performances of ministries, agencies, and commissions under the e-Governance program implementation,” Min. Kruah said.

IPNews-Monrovia,Liberia-20 August 2018:Nimba County Senator and Political leader of the Movement for Reconstruction and Development, Senator Prince Y. Johnson, has descended on embattled City Mayor of Bahn, Nimba County, Angie Dopoe, and other former government officials of the city now in opposition, without government jobs. “If she comes positively and appealed, we can consider her but, when she is aggressive by going behind the opposition members to force us into allowing her maintain power, I will remove her. I have that power, because the President has given it to me. I am very close to the President,” The comment by Senator Johnson brings to bear recent comments by Vice President Jewel Howard Taylor, that ‘anyone wishing to take up government positions in Bong County, must join the ruling party. It may be recalled, the VP comments did not resonate well with citizens of Bong County, who defeated the supported candidate of the Vice President in apparent disgust to her call. Senator Johnson in a interview on Wednesday, August 15, 2018, shortly after Reverend Hananiah Zoe, the political leader of the defunct Liberia Educational Development Party, officially crossed carpet to the Movement for Democracy and Reconstruction (MDR), said it is time for Madam Dopoe and others to stop crying foul after leaving government jobs. Sen. Johnson said that Madam Dopoe has, however, a chance to continue her job, but through a respectful means, “because she is at the mercy of we the ruling party. If she comes positively and appealed, we can consider her but, when she is aggressive by going behind the opposition members to force us into allowing her maintain power, I will remove her. I have that power, because the President has given it to me. I am very close to the President,” he maintained. The former war-lord turned Pastor, said other than politics, Weah is his son as well as an in-law, “because my feet are firmly rooted to support Weah since he is my in-law. My wife is from Weah’s county of origin [Grand Kru] and, as such, it is my responsibility to help him succeed,” Sen. Johnson said. While it remain unclear how Senator Johnson now becomes President Weah’s in-law, the Nimba County Senator further stated that all the Legislators from the Southeast, including Senator Geraldine Doe Sheriff, Representative Fonati Koffa, House Speaker Bhofal Chambers, and Senate Pro-Tempore Albert Chie, are his very close friends to whom he owes unflinching support and an undiluted loyalty. Sen. Johnson’s assertion came following Madam Dopoe’s allegation that he and Nimba Electoral District #7 Representative, Roger Domah, are usurping Executive functions, which are solely ascribed to the office of the President of Liberia. Madam Dopoe stated that her concerned is not only losing her mayor post, but feared that her life is at risk in case she opts to remain in Nimba any further . Rep. Domah, on the other hand, has refuted madam Dopoe’s accusation of attempting to take her job away but narrated that recently that he has, at no point in time, interfered with an executive matter unless called on to give an input where necessary. Domah said that Mayor Dopoe is, by extension, his sister to whom he owes a lot, including job opportunity, once it is within his reach. “You have been there for long, and have eaten enough. Now is our time to do what we believe is in the best interest of this country,” Senator Johnson said. The Senator furthermore said once there is a regime change in the governance of the country, it is good for everyone to accept that everything has to change too. “Government change, everything else change. That person over there (referring to the embattled city mayor) is at the mercy of we the ruling party,” he said. Johnson said that the decision of the Weah-led government today is to determine what kind of future the country is assured of tomorrow. Now, with this comment coming from one of Liberia’s most powerful Senators, one might just figure out the consequences hereafter.  

Pres. Weah Commits To Upholding SDGs

IPNews-Monrovia,Liberia-20 August 2018:Liberian President George Manneh Weah is calling for genuine commitment from partners in the attainment of the Sustainable Development Goals Center for Africa President Weah challenged Director General on the Sustainable Development Goals Center for Africa (SDGC/A) to ensure Liberia improves on its development performance. The Liberian leader stated that his government is committed to ensuring the country improves its standing of Liberia by implementing development programs set out in the SDGs’ given that Liberia currently lies in the red-zone. Speaking at his Foreign Affairs office when he welcome visiting Director General of the SDGC/A, who is in the country to conclude arrangements for the establishment of the Center in Liberia, on Friday, August 17, 2018. Following the discussion, President Weah  formally launched the Sustainable Development Goals Center for Africa (SDGC/A),  which is to be hosted in Liberia. President George M. Weah , following the launch, extended sincere gratitude to members of the SDGA, for allowing Liberia host Center. “Liberia being the host country of the SDGC/A in the sub-region is a statement of affirmation from the international community and we are so excited for this honor.” President Weah said. President Weah further reassure members of the international community that his government  remains committed to connecting the entire country through paved roads; which remains huge prospect for agricultural enhancement and economic growth. Also making remarks, Dr. Begashaw, thanked the Liberian leader for fulfilling the ‘Host Country Agreement’ by providing an Office Space, renovation of the Office, provision of two SUVs for the operations of the Center as well as payment of the annual amount for Host Country. Dr. Begashaw stated that the SDGs (Sustainable Development Goals) is going to be fully skill-up  Liberia progress through the establishment of the Center in the country, and that the DGC/A will enable African countries achieve sustainable growth and development. He emphasized that paramount on the agenda of the SDGs is the reduction of youth unemployment. The SDGC/A Director general indicated that the makeup of the Board of the SDGC/A includes high profile personalities among which are President Paul Kagame of Rwanda and Nigerian Billionaire Aligo Dangote. Dr. Begashaw  furthermore said the Center will focus on youth development through implementation of rigorous Technical Vocation Education Training (TVET) programs. He noted that it is an understanding amongst Board members to focus on serious investment activities in Liberia as Host Country.

House of Rep. Remains Defiant to Honor Supreme Court’s Stay Order

IPNews-Monrovia,Liberia-20 August 2018: Members of the House of Representatives are still defiant to honor a stay order placed on their proceedings for impeachment of  Associate Justice of the Supreme Court, Justice Kabineh Ja’neh. It may be recalled nearly a week ago, Justice in Chambers, Associate Justice Sie-A-Nyene G. Yuoh notified the House of Representatives to appear before her on August 18, 2018, (which has since passed)  to show cause why the writ of prohibition on their proceedings to impeach Associate Justice Ja’neh as petitioned by  the petitioner should not be granted. Early Saturday, Members of the House  on Saturday, (the date set by the presiding Judges in Chambers for Speaker of the House to appear), moved to hold an emergency session in flaunt disregards. In what same to be a majority block concurrence, moved that that the Supreme Court withdraw its Writ of Prohibition before further dialogue could be held. One members of the majority block who spoke to this paper and preferred not to be named said that they will not honor the Supreme Court’s stay order because the Supreme Court  should have first requested a conference before placing the stay order which amounts to legal procedural errs. The Representative told this paper. The Associate Justice’s stay order on the impeachment proceedings of Justice Ja’neh emerges from a 14-count petition for the writ of prohibition filed before her by five outstanding Liberian lawyers; namely Cllrs. James E. Pierre, Laveli Supuwood, Emmanuel James, Johnny Momoh and Arthur Johnson opposing the bill of impeachment forwarded to the House of Representatives by two lawmakers from Montserrado County, Acarous Gray and Thomas Fallah.

“Ellen Johnson Is A Devil” Sen. Prince Johnson Declares; Wants Ellen Johnson Sirleaf & Amos Sawyer Repent

The Nimba County Senator has told Journalists that former Liberian President Madam Ellen Johnson Sirleaf needs is a devil. The warlord turned politician stated Madam Sirleaf is the ‘granddaughter of Adolf Hadlock of Germany who wanted to ruled the world and eliminated anyone who stood in his way. “Ellen is a devil. We pray that the people she killed and spirit of God will trouble her wherever she goes.” Prince Johnson said. It remains unclear as to who did the former president kill during her many years of political struggles. But it may be recalled Madam Ellen Johnson Sirleaf , admitted providing ten thousand United States dollars (USD10,000.00), to the defunct National Patriotic Front of Liberia-NPFL for’ humanitarian purposes’, even though the movement was engaged in full military combat with soldiers of the Armed Forces of Liberia-AFL  during the late 90s. Speaking over the weekend at an honoring program for a local women group from Nimba county, Senator Johnson further alleged that it was former President Ellen Johnson Sirleaf and former interim President of Liberia Dr. Amos Sawyer,  who initiated and directed  military war on the peaceful citizens of Liberian between 1990 and 1997, at which time he served as Commanding General of the AFL and the rebel leader of the defunct Independent National Patriotic Front of Liberia-INPFL, respectively. The fearless Nimba County Senator added that former President Sirleaf and Professor Sawyer needs to repent, if not, they will not see the face of God the creator. “Ellen and Amos Sawyer are both demons. They all needs to repent and accept Jesus Christ to live a new life otherwise, she and her conspirator Amos Sawyer will die and go to hell fire.” Senator narrated. Senator Prince Johnson outburst comes days after the leader of the ‘All Liberia Party’, Benoni Urey, call on the international community to release former president Charles Taylor if call for the establishment of a war crimes court is ignored. In recent weeks, there have been calls by both Liberians and international human rights groups for the establishment of a war crimes court in Liberia to investigate various human rights violations during Liberia’s longed civil wars.
