IPNews-Monrovia,–Liberia-Friday 7 December 2018: The President of the Republic, H. E. George Manneh Weah, has ordered members of his cabinet who are yet to declare their assets to do so in a week or face punitive action consistent with law. According to the Liberian leader, asset declaration under his regime will be enforced to the letter and there will be no sacred cows. “During the campaign, we told the people of Liberia and assured the international community that our government would adopt a zero tolerance posture towards corruption and graft and would demonstrate utmost transparency and accountability,” the Liberian leader said. “It is therefore important and critical that each of you serving in my government declare your assets to the Liberia Anti-Corruption Commission in one week.” President George M. Weah made the statement on yesterday, Thursday, December 6, 2018, during a special cabinet meeting held at the C. Cecil Dennis Auditorium of the Ministry of Foreign Affairs also hosting the Liberian presidency. It may be recall, the LACC has reported that only 25% of members of the Executive have filed in their asset declaration. The Liberian leader, who commended his cabinet for their laudable efforts in meeting the goals of his government, said he would not tolerate delays and excuses by delinquent members of the Cabinet on the declaration of their assets. He said his government and the entire country have much to benefit when officials demonstrate probity which comes with transparency and accountability. “And this is not anything imposed on us as a government,” he said, adding: “We promised we would do better, and better we must do.” President Weah asserted that besides the fact that asset declaration adds transparency and accountability value to the government and makes the government responsible to citizens and the international community, it will be not an option left at the volition of officials, but a legal obligation that will come with penalties under the law. In another development, President Weah has also instructed all government ministries, agencies and commissions to submit their procurement plans to the Ministry of Finance and the Public Procurement and Concession Commission (PPCC) in the shortest possible time. He ordered that ministries or agencies failing to submit their procurement plan will be denied their allotments. “I am ordering the Minister of Finance not to honor or execute any payment to any ministry or agency failing to submit its procurement plan,” the President said. “I am sure this will compel delinquent agencies to comply.” The President told his cabinet that as the first anniversary of his government draws near, it is incumbent on officials of his administration to ensure that critical actions and policies agreed upon at the beginning of the government be implemented or at least substantially implemented so that the larger Liberian public would be assured “that we mean business or that we are not here to joke. Keeping our promises is the greatest seasons’ gift we can give our people.” He also reiterated his calls for members of his cabinet to be tax compliant, sending out the caveat that tax delinquent officials will be compelled into compliance. The President asked the Ministry of Finance and Development Planning, the Liberia Revenue Authority and other line ministries to devise means by which non-compliant officials’ salaries will be subjected to monthly deduction. “The progress we are making and celebrating today is because somebody somewhere paid their taxes,” the President said. “Today, Doe Community, Clara Town and many other communities are celebrating new developments, including new roads because taxes were paid by somebody. We can’t sit here and share in that celebration when we are not making contribution to things we claim as our handiworks.” The President and his cabinet used the meeting to discuss many other important national issues and strategies to make the Pro-Poor Agenda for Prosperity and Development work to achieve its objectives and targeted deliverables. The Cabinet, amongst other things, agreed to embark upon a national address system which will capture and locate every building or structure with their specific details within the borders of Liberia. To this effort, the President constituted a special committee to develop a framework for the national address system and report subsequently to the Cabinet. Members of the special committee include the Post and Telecommunications Ministry, Liberia Revenue Authority, the Liberia Institute of Statistics and Geo-Information Services, and the Liberia Electricity Corporation.  Other members include PPCC Director Dorbor Jallah and GSA Director General Mary Broh. The Commissioner-General of LRA, Thomas Doe Nah and LACC’s James Verdier made separate presentations on the states and implications of government officials’ compliance in tax payment and asset declarations respectively. Both men also provided clarifications and enlightenments on their respective programs and policies. Youth and Sports Minister Zogar Wilson also used the meeting to rally his colleagues who he said represent various counties to provide moral and other necessary support to the National Sports Meet which opens Sunday, 16 December in Sanniquellie, Nimba County.

IPNEWS– MONROVIA-Liberia-Friday- 7 December 2018: People are stealing about 60% of the electricity generated in Liberia annually by making illegal connections to their homes and businesses, the state-owned power utility has said. The theft caused annual losses of about $35m (拢27m), Liberia Electricity Corporation officials told state radio. This was robbing the utility of cash for extending power supply, they said. Liberia is trying to rebuild its power sector, destroyed during a civil war which lasted from 1989 to 2003. The US is giving financial and technical aid to the West African state to increase connectivity, as part of the Power Africa initiative launched by former US President Barack Obama to bring electricity to 50 million people in sub-Saharan Africa by 2020. But up till now only 12% of Liberians – and less than 20% of residents in the capital, Monrovia – have electricity. The government has set itself the target of rolling out electricity to 70% of Monrovia’s population of more than one million by 2030. Power theft is a problem among both the rich and the poor. It is not because people do not want to pay, but because the power utility has not been able to meet the huge demand for electricity. As a result, if a person sees an electricity cable running over his home or shop, he will connect his own wires to the cable to give himself electricity To tackle the problem, the power utility has established a taskforce, which patrols neighborhood and cuts off illegal supply. It has also set up a hotline, urging people to report power theft. The Mount Coffee hydro-electricity plant, destroyed during the war and subsequently rebuilt with donor aid, generates a lot of electricity, but the problem is that the state utility has limited capacity to distribute it. And until that changes, power theft is likely to continue. Some people see privatisation as the solution, pointing out that the telecom sector has boomed since it was liberalised almost 20 years ago. But there is no indication that the government intends to do this in the power sector anytime soon. Courtesy of the BBC.

IPNEWS– MONROVIA-Liberia-Friday- 7 December 2018:  The European Union has provided to the government of Liberia a little over twenty-one million United States dollars for the Monrovia consolidation of electricity works on lot-2. Signing on behalf of the government of Liberia during the signing ceremonies on yesterday, Thursday December 6, 2018, for the  Monrovia Consolidation of Electricity Distribution Works Lot-2 project, the Minister of Finance and Development Planning Samuel D. Tweah lauded the European Union for its continued support to the government of Liberia reconstruction efforts especially the upgrading of the Liberia Electricity Corporation’s ability to ensure full supply of electricity to its inhabitants meanly living in Monrovia and its immediate environs. Minister Tweah said electricity and road connectivity are banning constraints that the CDC-led government is faced with at the moment. “Without power, no matter what we do, the Pro-poor Agenda will not succeed. The transformation of this country relies on the quantity and quality of electricity supplies; you have to know that it is our almost priority,” the MFDP Boss stated. He said the government has considered procurement for the electricity sector, which is considered a national emergency issue. “My advice to the MBH, we have to move fast, you can clearly see the political environment. There is no margin for delay,” Tweah said.. He said although the President wants things to move fast, he (President) also wants to respect the norms of procurement. “What we want is a country and a President that is respecting the norms of the standard of laws, so we are complying while applying due pressure to delivery in record time,” Minister Tweah said. For his part, Juan Antonio Frutos, Deputy Head of Delegation and Charge’ d’Affaires of the European Union Delegation to Liberia, said the project will allow the Liberia Electricity Corporation (LEC) to increase its customers base. It will also absorb the increasing demand and provide a “much cheaper energy” expected to be generated by the Mt. Coffee Hydro. “The project foresees the proper connection of 38,000 household connection to the grid. As mentioned during the signing ceremony of the Lot-1 (transmission lines), today we assemble to complete the package with the distribution component (Lot-2),” Frutos said. Peace Island, TB Annex community (from the Congo Town back road to ELWA Junction), GSA Road, Zubah Town, Rehab Road, SKD Sport Complex, Rock Crusher, LBS and behind the German Embassy in Congo Town are expected to be connected, he said. The EU official added that the government of Liberia would need to make available fund for the resettlement compensation for the local population along the connection lines. He said about 40 young people would have the opportunity to learn through the project. “Since the new government has stressed the need for all projects to put an emphasis on training and technical education and the EU fully agrees with this approach, this internship program has even been increased and reinforced,” he added. “With the extension of the electricity grid and the need for more connections, there will be a need for more qualified electricians in the country.” Also speaking was the Marketing Manager MBH Power Rachit Shah. Shah said his firm is aware of the difficulties Liberia faces, adding that they are committed to making all efforts to do the work in a high standard. MBH seeks corporation from all stakeholders and the good people of Liberia to enable us perform this task as expected,” Shah said.

In the middle of a massive demonstration by communities against the Liberia Electricity Corporation (LEC) for its failure to provide affordable electricity, the Chief Executive Officer (CEO), John Ashley on yesterday blamed the situation on the government’s unwillingness to settle its financial obligation in the amount of US$3.4million to the corporation .Mr. Ashley said the Liberia Water and Sewer Corporation (LWSC) is owing to the company US$2.4million with other government entities owing   US$3million totaling US$8.8million. Ashley said, his company was losing US$35million to power theft yearly and such a huge amount is contributing to the setback of the institution and also used the opportunity to call on donors and other partners to support the LEC. He said the disclosure that reflected government noncompliance was obtained from the corporation’s customer’s document during  the revelation on Monday, December 3, at the certification program of personnel of the LEC’’s Security Department conducted by the Center for Criminal Justice Research and Education of the Liberia National Law Enforcement Association (LINLEA), after three months of intensive training. According to Ashley, they are working along with the Ministry of Justice (MOJ) to make sure some amendment on the power theft law by upgrading it from misdemeanor to felony. He noted that the practice of power theft is a matter of economic sabotage and it should be taken very seriously by all Liberians by the means of amendment Ashley observed. Currently, Ashley said, the law provides minimum punishment for power theft. “When a person is arrested and charged with power theft the accused normally by the law can pay little like US$10 for a bond later that individual goes free. Ashley said if careful consideration is not taking to make power theft a felony crime, the economy would deteriorate with LEC making no significant financial input. The LEC boss maintains that his institution should be the engine for economic growth of Liberia, but this can only happen if the laws are changed and enforceable by the relevant authority.He said the LEC was able to disconnect 1,500 homes that were illegally connected by criminals and some of their employees. Earlier, Atty. Abraham Mitchell, Legal Counsel of the MOJ said the private security like the LEC is a corporate partner of the National Security architecture. He assured the gathering that the ministry was in drive to reform and improve the private security and professional operation in the country, “we have draft bill initially submitted by lnea that is now being revoked for final submission to the legislature to be enacted into law, this will improve the standing of private security as a component of nationals security. Mitchell said it was notable that the LNP and other security service provider of work together for the public safety and community security noting that the Liberia National Police cannot do all. Private security as a complement to state security makes security services affordable accessible and readily available in abundance and thereby reduces the burden on the state Mr. Ashley said. Cecil Griffith’s director said, with the level of security threat being demonstrated by the terrorism and so it was time for the government to consider on the training of private security personnel for intelligence sharing “We need to build their capacity deal with the growing terrorist threat with a new security threat she added.
