CBL Blacklist Employee over social Media Post; what’s the Logic for Breach of Confidentiality?

IPNews-Monrovia,Liberia-23 February 2018:The Central Bank of Liberia (CBL) has suspended and ordered the National Security Agency-NSA to investigate one of its employees over claims of breaching “Confidentiality”.

The Central Bank of Liberia (CBL) in its press release late yesterday said its attention was drawn to a transaction involving the travel arrangements of a Government of Liberia delegation on its official visit that has been posted on social media, involving one of its employees.

The Central Bank of Liberia (CBL) also stated in the release that it views the posting allegedly by this employee as a serious breach of its fidelity and confidentiality policy governing the conduct of its employees, thus ordering its own internal inquiry.

Further, the Bank said based on preliminary investigation including a careful review of its CCTV video, a staff was seen on camera pocketing a photocopy of the document.

“The CBL Management views this act as violation of its confidentiality policy and has with immediate effect suspended the said staff,” the bank said in the release.

Furthermore, the CBL says it has turned the matter over to the National Security Agency (NSA) for further investigation and will continue to cooperate with the NSA investigation, but sources at the Central Bank of Liberia-CBL, has informed the Independent probe Newspaper, that the employee which name is withheld is actually been accused of linking information over recent “Car bonanza” , involving governors of the Central Bank of Liberia.

It may be recalled on Tuesday, Wednesday 21, 2018, Montserrado County, District#16 Representative, Acarus Gray, speaking on the ‘Truth Breakfast Show’ stated that the House Committee on Banking and Finance headed by Montserrado District#16 Representative Dixon W. Seboe has been mandated by Plenary of the House of Representative to probe the loan policy at the Central Bank.

Representative Gray said the institutional policies of the CBL are subject to the laws of Liberia and wonders whether the exercise is in-house lending at the CBL.

Hon. Gray stressed: “We are not accusing the governors of stealing money, but we need justification. I believe it is for the government to make the determination; the government money does not come to you, but it goes to the vendors.”

He further emphasized the need to set a general ceiling for amount to be spent on vehicles for public officials as part of the Collation for Democratic change (CDC) led government’s pro-poor agenda.

In the wake of these mounting speculations and subsequent suspension of an employee by the CBL, observers wonder whether the CBL is hiding something secrete or whether there are contravention of the law to which the suspended employee might know.
