As the world grapples with the penetrating effects of Climate Change; EECAF’s attention is drawn to the overwhelming flooding crisis in Monrovia and its environs and has deemed it necessary to advance these policy recommendations. Monrovia, as a rapidly urbanizing city, faces significant challenges relating to flooding, particularly during the rainy season. In view of the above, a comprehensive policy approach is essential to mitigate flood risks and enhance urban resilience.
- Integrated Urban Planning
There is a need for a holistic urban planning framework that prioritizes flood management. This should
include the preservation of natural drainage systems, wetlands, and green spaces that absorb rainwater
and reduce runoff. Establish zoning regulations that restrict development in flood-prone areas.
- Improved Waste Management
Strengthen waste management practices to prevent debris from clogging drainage systems. This
involves regular collection schedules, public awareness campaigns on proper waste disposal, and the
promotion of recycling initiatives. Engaging communities in cleanup activities can foster a sense of
responsibility and ownership.
- Upgraded Drainage Infrastructure
Invest in modernizing the drainage infrastructure, ensuring it is capable of handling increased rainfall.
This includes regular maintenance and cleaning of existing drainage channels and the construction of
additional drainage systems in flood-prone areas.
- Early Warning Systems
Develop and implement an early warning system to provide timely information to residents about
impending heavy rains and potential flooding. This can help communities prepare and respond
effectively.
- Community Engagement and Education
Conduct outreach programs to educate residents on flood risks, preparedness strategies, and the importance of protecting drainage areas. Collaborate with local organizations to foster community involvement in flood mitigation efforts.
Recommendations
Policy Coordination: There is a need to establish a multi-agency task force to coordinate flood management efforts across the various government sectors, including the private sector.
Regular Assessment: Implement a monitoring and evaluation framework to assess the effectiveness of flood management policies and make necessary adjustments.
EECAF believes that these policy recommendations cannot be achieved with without the involvement of our international partners and various government ministries and agencies concerned. EECAF’s ultimately believe that these and amongst other many strategies, can significantly reduce Monrovia and its environs vulnerability to flooding while promoting sustainable urban development.
