Liberia Electricity Corporation Invites Consultancy Proposals For 20 MW Solar PV Plant At Mt. Coffee Hydropower

IPNEWS: The Liberia Electricity Corporation (LEC) has announced a call for expressions of interest for consultancy services to oversee the construction of a 20 MW solar photovoltaic (PV) power plant. This project is part of the Regional Emergency Solar Power Intervention (RESPITE) Project, funded by the World Bank, aimed at enhancing Liberia’s renewable energy capacity and improving energy efficiency.

The new solar PV plant will be constructed at the Mt. Coffee Hydropower Plant (MCHPP) in Harrisburg, Monrovia. This initiative is designed to complement the existing 88 MW hydropower facility, providing additional capacity and efficiency, particularly during the dry season when hydropower output diminishes. The project underscores LEC’s commitment to leveraging Liberia’s abundant solar resources to meet growing electricity demands sustainably.

LEC seeks an owner’s engineer to provide technical expertise in the design review, supply monitoring, and construction supervision of the solar PV plant, potentially incorporating a battery storage scheme. The consultancy services will ensure the project’s successful implementation, compliance with regulatory standards, and adherence to safety and quality requirements. Key responsibilities include:

  • Reviewing design briefs and contractor designs.
  • Conducting physical site assessments and surveys.
  • Monitoring the supply and construction of equipment and civil works.
  • Approving design modifications and ensuring quality assurance.
  • Overseeing testing, commissioning, and compliance with specifications.

Interested consulting firms must meet the following criteria:

  • Registered engineering firm with at least 10 years of experience as an owner’s engineer.
  • Minimum of 2 years of experience in solar or hydroelectric hybrid energy systems in Sub-Saharan Africa or similar regions.
  • Demonstrated expertise in the design and supervision of solar-hybrid projects, including power stations and civil structures.

Expressions of interest must include company brochures, relevant project details, and letters of recommendation. Firms may associate with others to enhance qualifications, clearly indicating the nature of the association. Submissions should be delivered by August 12, 2024, at 23:59 hrs. local time.
