IPNEWS-Monrovia: To show efficiency among comptrollers and accountants for sound financial reporting through the Integrated Financial Management System (IFMIS) free balance platform across ministries and public agencies in discharge of their duties, the Comptroller and Accountant General of Liberia, Janga A. Kowo has urged for more robust actions in the new special fiscal year, which runs from July 1, 2021 to December 31, 2021.
Mr. Kowo made the call recently at the second phase of a three-day technical working session for comptrollers and accountants held in Kakata, Margibi County.
He said, as part of their ongoing effort to build the capacity of comptrollers and accountants within the public sector across the government, financial reporting constitutes an integrated function of the Comptroller & Accountant General’s Department.
Speaking to the reporters about the advantages of the event, Kowo stated the second phase of the three days technical session is meant to show efficiency among comptrollers and accountants for sound financial reporting through the Integrated Financial management System (IFMIS) free balance platform across ministries and agencies”.
In giving timely basis in their financial reporting system, he added that the comptrollers and accountants cross spending entities should be robust in their budget execution and processes that will give accountability.
In maintaining the system in an orderly manner he emphasized, “We will follow up on agencies, please be very prompt with submission of your financial instrument, payroll and others; get in contact with the reconciliation unit, when you have issues that could delay your financial report”
The Comptroller General meanwhile inform the participants that the Internal Audit Agency (IAA) auditors will be assigned to various ministries and agencies to provide comptrollers and accountants with the needed assistance, and to work with the auditors from the IAA to help reduce errors in their financial reports during their financial transaction and processes.
He however warned the comptrollers and accountants to follow the Public Financial Management (PFM) Act and Public Procurement Concession Commission (PPCC) Act, as they are “key” instruments that are guided by government actions.
Mr. Kowo also disclosed the Ministry of Finance and Development Planning will establish a hotline to enable comptrollers and accountants get firsthand information that will help speed up their financial reporting process.
He concluded that, all funds received by every agency and spent, whether five dollars or above will be captured and published for transparency and accountability.
